The 1982 Constitution grants a number of civil rights and personal freedoms to the citizens. The people of China have the right to freedom of speech, freedom of the press, freedom of assembly, freedom of association and freedom of procession and demonstration. The Constitution promises personal freedom to all citizens.

Elections in the People's Republic of China are based on a hierarchical electoral system, whereby local People's Congresses are directly elected. ... Governors, mayors, and heads of counties, districts, townships and towns are in turn elected by the respective local People's Congresses.
