Answer: committee or subcommittee in the house in which it was proposed. The committee the bill goes to is determined by its content. Within the committees, the merits of the bill are discussed in detail. If there is anything about the bill that needs to be amended, the bill goes through a “markup session” where the changes are made before being sent to be referred to the floor of the Senate or the House of Representatives.
