If the government fails it will lead to possible impeachment of the president and possibly government collapses

If the governments fail its responsibilities it can cause plenty of trouble. Through out the United States it can damage it by the qualities the governments are supposed to do. But instead they don't do what they supposed to do. Governments have duties and if they don't maintain them duties they fail their government duties and can get fired by the missing with the state law.
Governments know to follow the rules of their duties cause if not they will have to face a lot of consequences. I haven't seen a government yet to fell, but one will do such one day. Whenever a government fail as a government it's very hard to get that job back if you were to get fired. So governments go through a lot when they fail.
