THE TENTH AMENDMENT grants power to the state.
The tenth amendment to the constitution of United States of America was ratified on December, 1791. The amendment expresses the rights of both the federal and the states. Basically, the amendment holds that any power that is not given to the federal government is given to the state or to the people.
