Why do the blood vessels in the toucans bill shrink?

The toucans beak used to be for attracting potential mates and recent biologists say it is used to peel fruit or warn off other creatures. But the blood vessels shrink to control the blood flow rate.

I'm not completely sure, but I think it has something to do with their beaks being sensitive to heat.
