   You can actually simplify this using the laws of exponents. Therefore, treat each rational number as if it were a variable, and perform the quotient rule (a^n/a^m     = a^n-m) on the powers of 10 in this question. You divide the 4.74 by -3 as well, and that number multiplied by the result of the previous step will be your answer.
