Did the USSR or US start the cold war and why?

It honestly was equally started, There was a chain of events set in motion caused by both the US and the USSR that caused the cold war.

However...

Since you don't want both as an answer it would be USSR.

It all just depends on your point of view on the matter.

I would say that the USSR started the Cold War because of the economic tension in Europe back then.
