The smallest whole number is ' 1 '.
0.2 is only 20% of ' 1 '.
0.2 does not have what it takes to be a whole number.

Ummm there is no possible way to change 0.2 into a whole number but you can change it into a fraction by simply putting the number of the place it is in under it like this 2/10=0.2
