400 people were surveyed.
You first set up a proportion: 54/100=216/x (x is how many people were surveyed in total.)
Then you cross multiply: 54x(21600)
Then you divide: 21600÷54=400
So x=400 people were surveyed.
Hope this helped! :D

54% of what is 216...

0.54x = 216
x = 216 / 0.54
x = 400....so there were a total of 400 people surveyed
