If G is the number of pounds that Drew needs to purchase then the inequality is:
2.75G < 9.35
G < 9.35/2.75
G < 3.4 pounds
The question doesn't say. "Drew must spend $9.35 or less". If so, then the equal sign would be included

2.75x<9.35
but if it's less than OR EQUAL TO
then the < sign would have a line underneath it
