probably that alot of people travel in and out of france spreding colds, sicknesses and infections

What he meant was, that Europe's power was the most important in the world. Whatever happened in France, affected every other country in Europe.  He does this via the metaphor of a cold, saying that germs start out in France that spread to other parts of Europe.
