The Congress of Industrial Organizations was developed by John L. Lewis in the year 1935 with the goal of opposing the American Federation of Labor's reluctance to organize unskilled workers. Workers fired by the AFL were taken by the CIO, which laid the foundation for the success of many future major industries.
