Enlightenment thinking toward politics looked at the government as a tool to protect the rights and interests of the citizens. It viewed government as something that can and should change if the needs of the people are not being met. Thinkers, like John Locke, argued the concept of "consent of the governed" meaning the people must agree to the type of government being used and they have the right to change the government if it is no longer logical.
