Debby needs 1/3 per 1 cup
if you set up a ratio
(1/3)/1=x/9 and cross multiply to find x
Or just multiply 9 by 1/3.
9/3 reduces down to 3. You need 3 cups of water for 9 cups of flour.
Or if you think about it, you need 1/3 of nine, which is 3.
