Here, Original Equation: y = -2x - 5
Compare it with, y = mx + b
So, Slope(m) = -2
Parallel line slope = -2 [ Same ]

Now, y - y1 = m(x - x1)
y - 4 = -2(x + 8)

In short, Your Answer would be Option B
