Here, Equation: y = 3x - 5
Here, slope = 3
Perpendicular line slope = -1/3 [ Opposite & reciprocal ]
Now, y - y1 = m( x - x1)
y + 2 = -1/3 (x - 4)
In short, Your Answer would be Option A
