5 bags because you use 1 bag for every three pots and 15/3 is 5

Set up a proportion:

(2)/(6) =
(x)/(15)
Cross multiply and by have 30 = 6x.
Divide both sides by 6 and it takes:
5 bags for 15 potted plants.
