The electrical conductivity of metals come from the fact that their outer electrons have been delocalised (meaning that the elections are not locked into atoms but can move freely throughout the metal ) .

And , the electrical conductivity of a metal is determined by the ease of movement of the electrons past the atoms under the influence of an electric field.
