Secretary of State john Quincy Adams opposed the Monroe doctrine because he thought that the United States should act independently.

The Monroe Doctrine constituted a United States policy of opposing European colonialism in the Americas beginning in 1823. It claimed that more efforts by European nations in order to take control of any independent state in North or South America would be considered as "the manifestation of an unfriendly disposition toward the United States."
