1.luks says that because they aren't half-bloods and the western/human civilization populates too fast plus as chrons was possessing him at the moment too
2.luke is so bitter because when he went on a quest he failed and had to be saved when Percy Annabeth and Grover came back they succeeded the quest and luke didn't like it so he tried to kill Percy well because luke was possessed by Chronos
