I'd probable have to say that most of the areas are shaded in the light blue which is the least amount of population growth. So one might conclude that most of Europe is not very populous. So they don't have a lot of immigration, or something like that.

possibly this, you can see that the majority of the countries are light shades of blues with a declining population growth rate
