There would be 20 because 19 is 95% of 20.
To check this use percentage multipliers.
20 x 0.95 = 19.

It is 20.
1st: set up a proportion. --> 95/100=19/x
2nd: cross multiply. --> 95 times x=95x. 100 times 19=1900.
3rd: divide 1900 by 95. --> 1900÷95=20
There you go! Your answer is 20
