B) Mayflower Compact.

The Mayflower Compact, signed aboard a ship called "Mayflower" in Massachusetts, on November 11, 1620, was the first written plan of self-government of an American colony, namely, Plymouth Colony, by the Pilgrims, the first English settlers of the colony.

Pilgrims actually intended to arrive in northern Virginia but they ended up landing in Massachusetts instead, near Cape Cod. When they realized they were out of Virginia's jurisdiction, they created the Mayflower Compact to established their authority and to prevent conflicts
