Well lets use the formula
y-y1=m(x-x1)
Where m is the slope
so we will have
y-7=-1/5(x+3)
y-7=-1/5x-3/5
add 7 on both sides
y=-1/5x+32/5

Equation : y - y1 = m( x - x1)
y - 7 = -1/5 (x - (-3))
y - 7 = -1/5x - 3/5
y = -1/5x + 32/5
