First you need to change 3x - y = -2 into slope-intercept form:
3x - y = -2
+ y
3x = -2 + y
- 3x
0 = -2 + y - 3x
+ 2
2 = y - 3x
+ 3x
y = 2 + 3x

To find the line parallel, you just need to find the line with the same slope as this one, which in this case is 3. That means that the answer is y = 3x - 6. I hope this helps!
