y = -4x - 1/3 b/c you put the same slope for the 2 lines to be parallel.

y=mx+b
m=slope
b=y intercept

paralell lines have same slope

y=-4x+3
slope=-4

also we are given thaht y intercept=-1/3

y=-4x=1/3
