perimeter of a semicircle is calculated as follows;

diameter = 35 inches

circumference of circle - 2πr
r - radius -
r = diameter / 2 = 35 /2 = 17.5 inches

circumference = 2 x 3.14 x 17.5 = 109.9 inches

circumference is perimeter of whole circle. we need to find the circumference for half the circle.
therefore perimeter for the curved line = 109.9 / 2 = 54.95 inches

perimeter of half circle = diameter + curved line perimeter = 35 + 54.95 = 89.95 inches

answer is B. 89.95 in.
