The IWW union was founded in June 1905 in Chicago at a convention of 200 socialists, anarchists and revolutionary syndicalists from all over the United States, mainly from the Western Federation of Miners, opponents of the policies of the American Federation of Labor (AFL). The convention took place on June 27 of that year, and it was called as the "Industrial Congress" or the "Industrial Union Convention"; later, it would be known as the First Annual Convention of the IWW. This has been considered one of the most important events in the history of industrial labor unionism and the American labor movement in general.

In 1912 the organization had reached about 50 thousand members, concentrated in the Northwest, among the dockworkers, agricultural workers in the central states, and in the textile industries and the mining area.
