Why did Wilson believe the Fourteen Points should be the basis for peace talks?

He said that because he supported the idea that the secret alliances should be replaced for what he called "open covenants of peace, openly arrived at." At that time, the secret alliances had triggered the war in itself. So he thought opening covenants would make the things clear and transparent
