calorimeter. you do need a scale and thermometer to work WITH a calorimeter but it can't measure heat by itself.

Calorimeter
Explanation;
A calorimeter is a device used to measure the amount of heat involved in a chemical or physical process. It measures the heat transferred from one substance to another.
Calorimetry is used to measure amounts of heat transferred to or from a substance.
This is done by exchanging heat wit a calibrated calorimeter, and the change in temperature of the measuring part of the calorimeter is converted into the amount of heat.
