Why did President Harry S. Truman ask Congress for funds for Greece and Turkey?

The Congress had given some free aid to Greece and Turkey to support their economies and their military force. They so happen to be among the nations that america supported who were threatened by what was called "Soviet communism". So they wanted protection. Hence.. the funds. During the 'Cold War'.
