I would say A)8.3 seconds because you will see that it is not as bright but that is of it's daytime

it depends on what side of the earth the person is on but assuming it is daylight at the persons location when this evil fellow decides to cover the sun then it would take 8.3 seconds for the person to realize what he has done.
