The quotation that correctly uses ellipsis to shorten Anthony's words is the first one:
Our democratic-republican government is based on the idea of the natural right of every individual member thereof to . . . a vote in making and executing the laws.
The second one is not correct because the whole sentence is written and nothing is shortened using three dots. The third example breaks the sentence abruptly. The final example doesn't include "natural right" which is important.
