The fact that many blacksmith apprentices were not born to blacksmith fathers, and they still developed large arms, would have what impact on Lamarck's theory?

It would disprove it, Lamarck's theory suggests that traits acquired during an organisms lifetime are passed onto its offspring. Since these apprentices did not have Blacksmith fathers, this shows that acquired traits are not passed onto the offspring.
