It was A, they were not allowed to have them, so they could have inspections.

At that time, united states intelligent services suspected that Iraq has been developing weapon of mass destruction. The condition was required by the coalition of 35 countries as a requirement for them to leave iraq's territory and they also forced to retract all of their troops form Kuwait.
