Lincoln was dead and a new plan had to be devised.
Lincoln had not dealt sternly enough with the southerners.
Lincoln needed to simply allow the southerners to rejoin their country.
Lincoln needed to add the three key amendments to his plan.

B is the correct answer. Radicals thought that southerners needed to be punished more severely. Hope this helps:)
