The height of the lighthouse is :
h = 14 ft ( same as the distance from Kelly to a lighthouse ).
tan y = 14 / ( 14 + 12 ) = 14 / 26 = 0.5384615
y = tan^(-1) 0.5384615 = 28.3°
Answer:
y = 28.3°
