Describe how the two mechanisms of gene control are fundamentally different

The main mechanisms of gene control are:
Regulation of transcription and post-transcriptional regulation.
In regulation of transcription, the amount of RNA produced is regulated. Meanwhile, during post-transcriptional regulation, the amount of RNA being translated is controlled via capping and splicing.
