The amendments to the constitution that congress proposed in 1797 were strongly influenced by state declarations of rights. The Virginia Declaration of Rights in 1776 incorporated a number of the protections of the 1689 English Bill of Rights and Magna Carta.

The Magna Carta lowered the king's strength. Which is why we have checks and balances and seperation of power.
