y = 2/3 x + 7
Standard form is Ax + By = c where A is a positive integer.
move the 2/3 x to the left by subtracting it from both sides
-2/3 x + y = 7
multiply every term by -3 to clear the negative and the denominator of 3
2x -3y = -21
