Remember that a preposition is something you can do to a boat or a plane.
ei: you can go "to" a boat
you can go "over" a boat
you can't "hard" a boat though

I believe the answer is A, to. When there is a prepositional phrase, think about "Anywhere a mouse can run" A mouse can't run 'meet' or 'hard' or 'worked', but it can run 'to'. :)
