if 3.5 is one third of 10.5 than one third of 12 must be four. 3.5 times 4 is

scale of the model = 3.5 / 10.5 = 1/3
so the length of the model = 1/3 * 12 = 5 feet
Area of the scale model = 4 * 3.5 = 14 sq ft
