The Rule to Comma Usage
Use commas to separate independent clauses when they are joined by any of these seven coordinating conjunctions: and, but, for, or, nor, so, yet.
So, I recommend D. as your answer!

The answer would be the third choice, C. Marcus wants a digital camera, but he can't decide on the model.
If you say each sentence aloud, and pause at each comma, you can find which is correct by finding out which sentence sounds best/most correct.
