During the first years of World War II, the U.S. government changed its foreign policy. In September 1939, President Roosevelt declared his commitment to U.S. neutrality. But by September 1940, he supported "all aid (to Allies) short of war." What caused this change?

A. The Axis seemed to be winning the war.
B. Popular American leaders such as Father Charles Coughlin demanded that the U.S. enter the war.
C. The Senate Foreign Relations Committee was dominated by internationalists.
D. The Japanese bombed Pearl Harbor.

Good Morning!

A. The Axis seemed to be winning the war.

What happened was that during this period the main offensives of the Axis became victorious, which led the United States to support the allies, since it feared to lose the investments made in the allied countries. The attack on Pearl Harbor would take place the following year, and would now force the US to attack the AXIS.

Hugs!
