Why was Johnson's plan unacceptable to the radicals?

1.) New Southern congressmen would impair Republican control of Congress.
2.) It violated Lincoln's goals for the South.
3.) It did not punish the South enough.
4.) It did not guarantee blacks' right to vote in the South.
5.) The North would not receive financial compensation.
