First, you want to set up the equation.
0.25h = 9m
1.5h = x
(x represents the unknown amount of miles.)
Now that you have an equation set up, you cross multiply and get:
0.25x = 9 · 1.5
0.25x = 13.5
x = 54
So the horse runs 54 miles in 1.5h
