x=2+3\sin t\implies x-2=3\sin t

y=-3-3\cos t\implies y+3=-3\cos t

Recall that
(\pm a\sin t)^2+(\pm a\cos t)^2=a^2. This means

(3\sin t)^2+(-3\cos t)^2=(x-2)^2+(y+3)^2=9

and so the parameter is eliminated.
