C. To support the writers interpretations.
The bulk of the paper is describing your idea what ever it maybe. Then the claim is supported by quotes and other outside sources to back up your claim.
Here's an example. Let's say the writer is trying to prove or disprove global warming. Then he or she would pull quotes from outside sources that have done the search as well as paraphrase the main idea of other researchers work in order to support what is claimed.
The answer could also be D because having quotes does help to keep the readers intreat but C seems like the more realistic answer.
