The tense situation in the southern states during Reconstruction did not favor any positive changes for African Americans. White people in the south never accepted the end of slavery. That is why they adopted Jim Crow laws. These were state and local laws that enforced segregation practices in the south of the country. Extreme right white Democratic people enacted the laws in the late 19th century. Basically, Jim Crow laws enforced segregation in public places.
