A diagram shows circles to represent the populations of various countries in the world. The circle for India has a radius of 3.2 cm and the circle for China has a radius of 3.4 cm. If 17% of the world’s population is in India, what percentage of the world’s population is in China? Round to the nearest percent.

It is not clear whether the populations are proportional to the radii or to the areas, but I seem they are proportional to the areas, which is to say to the square of the radii. So China's population % should be (17%)(3.4/3.2)^2 = sorry I don't bring a calculator right now. But you can solve it easily.
